What flower would you recommend to plant along a fence to grow about 24" high - perennials?

Once established, they%26#039;re drought-tolerant. They spread via underground rhizomes. Their foilage is graceful and beautiful. They also come in literally dozens of colors.
What flower would you recommend to plant along a fence to grow about 24%26quot; high - perennials?
any variety of LANTANA%26#039;s - nice flowering and takes full sun and gets 2-3 ft high in their 2 year (they do go leafless and dormant in the winter).
